WCSB Meeting

 

As the Walton School Board meeting started, Superintendent Anderson announced that Erin Walker is a silver medalist in the National Junior Olympics with a discus throw of 127.8 feet. She attends Paxton School.

 

The Board heard from Barbara Hunt, a former Walton bus driver who says her contract was not renewed after she brought safety complaints to her boss and the Superintendent. She detailed what she says was problems with smoking at the fuel pumps and students not following rules such as going to school after getting off the bus. She told the Board she told Mack Work, her boss and eventually went to Superintendent Anderson. Hunt feels her not being re-hired was a retaliatory action.

 

It is the start of the new school year and that means the School Board approving contracts with various government and private entities. Contracts with PAEC, the Walton County Sheriff’s Office School Resource Officers and for the new Dashboard computer program.

 

 

The arbitrage rebate calculations report, something required by the feds, was approved. The PAEC Master Inservice Plan was approved as was test and balance services for Walton High School and the assessment team members to administer K-12 DIBLES and FORF at all schools.

 

Under Sonny Nolin’s time, a large list of personnel recommendations were approved. Supplements were talked about with Susan Meyer needing a 5th supplement for cheerleading being split between football and basketball. Policy has been 4 supplements. Staff and the Superintendent said they do not have anyone to fill the positions. Board member Mildred Wilkerson said they are changing policy when they give a 5th supplement. Board member Sharon Roberts said a 5th supplement will mean Meyer is getting 32% of her salary in supplements. The 5th supplement was approved 3-2 with Wilkerson and Roberts the nay votes. The board also approved advertising for a part-time speech-language therapist to meet new state mandate to administer Batelle Development to all students. The Board approved the agreement with Blue Cross Blue Shield with a 15% increase in costs, but a new plan that could save some employees money. The approval came with several reluctant yes votes by the Board.

 

Superintendent Anderson said it is her desire to bring back voluntary Pre-K. They have the room at the new Mossy Head School, but she also wants one at West DeFuniak, but there is no room. Anderson said, until the first day of school, they will not know exactly how many students they have in each school. The class size reduction amendment was the main cause of the district having to discontinue the voluntary Pre-K. One reason the district wants VPK is to help with the ESE students who are currently isolated. The Board recommended the VPK, but starting it later, possibly half way through the year, when space might be available.

 

The board approved the student handbook for the Walton Career Development Center. The Board approved changes to several student expulsion orders, one to reduce community service hours from 160 to 100 for the three who let the air out of the bus tires. This to match the hours of the 11 who vandalized Walton High School.

WCSB Workshop On Insurance BCBS

 

Part of the benefits package offered to Walton School District employees includes insurance. The District has been using Blue Cross Blue Shield. At a workshop, insurance consultant Brad Gordon gave the Board the news about their insurance rate increase. Walton provides more than $6 million in benefits.

 

Walton School District is looking at about a $400,000 increase this year. Last year there initially was a 31.14% rate increase, but with changes they got it down to 20%. This year the claims came in at $4.89 million, an increase. The rate increase this year is at 15.01%. Why are claims going up? The district did not have many more people covered, but the cost of claims still went up. The average age of employees, currently 47, has not gone up. What has increase is the cost of medical services. Gordon says 30% of the claims are based on less than 3% of the covered employees, but this is not considered unusual. Gordon told the board, insurance premiums are going up because claims are going up.

 

Asking about costs for medication, Gordon said the district is on a three tier plan with generics, regular and non-preferred. If the doctor prescribes a drug on the most expensive list, the cost is more, even if the doctor says you need it, not a generic version. Board member Darrell Barnhill asked if the insurance company is making medical decisions. Gordon said yes, because they insurance industry says, if a drug has an established percentage of the name brand, then it is considered acceptable, even if your doctor says the name brand is the better one.

 

The increase means the employee only plan goes from $378.90 to $436.11 and the family rate goes from $777.01 to $894.34. This equates to a $60.11 payroll deduction increase. But told the Board he has put together a new plan that could actually save employees money. The proposed new plan would change the premiums to $413 for the individual and $846 for the family plan. The co-pay is still $10 and the network is Blue Options or Blue Choice.

 

Gordon said the insurance committee did not want to change the network, they wanted to be able to use the same doctors. The new plan Gordon presented means less for the monthly premium, but slightly higher co-pays. He told the board the difference can pay a lot of co-pays.

 

Compared to neighboring school districts, Walton’s premium is lower in all areas with the exception of Holmes County’s individual rate.

 

One problem with bringing rates down or changing what is offered is the lack of competition. Gordon said he has not seen others wanting to provide the insurance. He also says a problem is getting doctors to sign on to other plans besides Blue Cross Blue Shield.

 

In the meeting following the workshop, the Board approved the new plan.

Ethics Commission Working With Commissioner Brannon On Citizen Complaint

 

Walton County Commissioner Scott Brannon continues to work with the State Ethics Commission to resolve questions brought up by a citizen. Dari Bradley filed a multiple count complaint in September 2007.

 

Clay Adkinson, attorney for Brannon, says a Probable Cause hearing was scheduled for July, but Brannon is working with the Ethics Commission on a possible agreement. The agreement will be considered by the Commission in September 5th, where it could be accepted or rejected.

 

Adkinson says nothing is set at this time and the case could be disposed of without any probable cause finding. If any fines are levied, they would likely be with no admission of guilt. The case is not a criminal case.

 

Adkinson says Brannon is working with the state and has filed full disclosures.

WZEP Sports with Wes Richardson

 

Chelco and CSI’s Loop the Lake 5K Run/Walk and One Mile Fun Run is coming up Saturday, September 13th, from 7-10am. The event is a fundraiser for the 2008 American Heart Association Heart Walk. This year marks the second year of the race. Last year, more than 200 runners and walkers helped raise about $8,000 for the American Heart Association. Information about the run, as well as a race course map and registration forms can be found at www.chelco.com. The early registration cost is $15 and ends September 5th. Registration after September 5th is $20. The race begins at 8am at the Amphitheater on Circle Drive. The One Mile Fun Run for children 10 and under begins at 9am. Trophies will be awarded. There will be T-shirts, door prizes, refreshments, and music.

A Newark man frustrated with the volume of late payment notices and collection calls he received from a Bloomfield Rent-A-Center store, walked into the business today and set himself ablaze in front of several employees and customers. "He basically pulled out a bottle of lighter fluid, poured it all over his body, pulled out a cigarette lighter and lit himself on fire," Bloomfield Police Capt. Chris Goul said. Employees rushed to get water to extinguish the blaze and the 62-year-old man, Emilio Saladriagas, was rushed to the burn unit at Saint Barnabas Medical Center for treatment. Saladrigas was listed in critical condition tonight, said hospital spokesman Sally Malech. The incident happened around 1 p.m. when emergency officials were notified there was a fire at the Bloomfield Avenue store, which allows customers to rent furniture, electronics and other goods with the option of buying the goods. Saladrigas arrived at the store and asked to speak with a manager about a series of form letters he'd received about late payments on his furniture rentals, Goul said. When he was told a manager wasn't available he became upset and pulled out the lighter fluid. "At this we don't know if he had mental health issues or what sparked it," he said. "Employees said he'd always been a nice man." Bloomfield authorities and the Essex County Arson Squad reviewed the store's surveillance tape and because Saladrigas didn't make "overt or criminal" actions to harm anyone but himself, he hasn't been charged with a crime, Goul said. The store remained open this evening. Crisis teams were sent to the store to counsel employees, said Rent-A-Center spokesman Dwight Dumler. The company, based in Plano, Texas, has about 3,500 stores nationwide and roughly 50 in New Jersey, according to its website. Nothing like this had happened before and the company is "...concerned about the gentleman," said Dumler, who described himself in a state of disbelief.

Betty Andrews Nobles, age 71, of DeFuniak Springs, passed away Monday, August 4. Funeral services will be held Wednesday, August 6, in the chapel of Davis-Watkins Funeral Home beginning at 2pm.
