DFS Sign Ordinance Workshop

 

What’s the future of business in DeFuniak Springs? Or should it all be in the county? What’s the role of a sign to generate business? How much signage is needed to create viable business and how much is too much? And can you know ahead and put limitations in writing that apply to all equally. And how long should grandfathered signage be allowed to continue? Lots of questions. Lots of opinions. And some of these were expressed yesterday at a workshop on signage in DeFuniak Springs.

 

Greg Scoville started with off-premise signs and billboards and definitions. He then discussed interstate signs and other signs in the city with 40ft height within 50 feet of I-10 and 20 feet height in other parts of the city. Buddy Huffman said he did not see a need for any off-premise signs within the city limits.

 

Scoville next discussed on-premise ground signs of sixty-four square feet. It is recommended that new ground signs not exceed 20 feet in height.

 

The third issue was for informational and directory signage. There was strong sentiment for these.

 

There was a public request for keeping the needs of businesses intact.

I Swear! Walton Elected Officials Take Oath

 

In a packed courtroom yesterday morning, Walton Circuit Judge Kelvin Wells administered the oath of office to several of the recently elected officials.

 

First up was the Walton Commissioners. Commissioner Larry Jones, Commissioner Scott Brannon both returned to their office. Commissioner Cecilia Jones took the oath for the first time. Jones replaces Cindy Meadows who did not run again. The Jones family is not unfamiliar with politics, as her husband, Jerry Jones, is a former school board member.

 

Wells then administered the oath to returning school board member Mildred Wilkerson, followed by Superintendent Carlene Anderson taking the oath. School board member Mark Davis was not present, but also returns to his seat.

 

Those gathered were then treated to a reception.

 

Later in the morning the Walton commissioners held a special meeting to elect a chair and vice-chair. After agreeing to have commissioners Cecilia Jones take over Meadows’ positions on committees and boards, the Board approved Sara Comander as Chairwoman and Scott Brannon as Vice-Chair. The next meeting of the Walton Commissioners is next Tuesday in DeFuniak Springs.

 

Yesterday afternoon the Walton County School Board met in special session and reorganized. They elected Bill Laird as School Board Chairman and Sharon Roberts as Vice-Chair. Meeting dates and time will stay the same.

 

Walton GIS Open House

 

Walton County citizens can learn about the county’s map making capabilities and programs on Wednesday, November 19, 9:00 a.m. – 4:00 p.m.  The all-day open house will be held at the Walton County Planning and Development Division at the South Walton Courthouse Annex, 31 Coastal Centre Boulevard in Santa Rosa Beach.

 

The open house is being held in conjunction with the National Geographic Society’s Geography Awareness Week and Geography Action! Initiative.  GIS Day is an international grassroots event to promote geographic literacy in schools, communities, and organizations. 

 

Maps will be on display throughout the day, and a one-hour tour of the county’s Geographic Information Service (GIS) program capabilities will begin at 10:00.  Presentations and demonstrations will take place at the Planning & Development Division’s offices beginning at 2:00 p.m. and will include presentations on what the GIS system is and how GIS services can benefit the public through the county’s Planning & Development Division.

WCSB Meeting

 

The Walton School Board meeting began with another round of Sunshine State Scholars. Superintendent Carlene Anderson said the group of students were further recognized as the school representatives at the district level. The scholars are: Gloria Whitley from Freeport High School, Michael Smith from Paxton High School, Charles “Chase” Carpenter from South Walton and Gregory Rose from Walton High. Carpenter, will also represent the district at the state level, heading to area competition next. These students show exceptional performance in math and science.

 

The board approved the personnel recommendations, taking the list in two separate votes to allow board member Darrell Barnhill to exclude himself from one vote due to a conflict. The board also approved tagging on a lighting bid from Jacksonville for athletic lighting. Bids came in for the removal of two old 8,000 gallon fuel tanks and instillation of a new system. This is part of a state requirement.

 

The board opened a public hearing on the new bullying and harassment policy. This was presented in an earlier workshop and at the last meeting. More corrections have been made and additional suggestions added. Several of these deals with wording not required by state statute, but included by Walton. The policy is a requirement of the state, which is addressing bullying and harassment after a student in south Florida committee suicide. The policy addresses bullying and harassment at all levels, including administration, staff, volunteers and visitors. It also addresses cyber bullying. Staff is already reporting school administrators taking time to investigate cases of bullying. After discussions, the Board approved the new policy 4-1 with Roberts the nay vote.

 

The Board approved an expulsion, approved an agreement with the University of South Florida to pay for an employee in a new state mandated program RtI. Darrell Barnhill said the requirement adds over 30 more tasks for a teacher to take care of. The RtI is a federally mandated program.

 

Board member Darrell Barnhill asked about the restrooms constructed or being constructed around the district. He asked to hire an architect to take a look at the various restrooms, such as the ones at the athletic fields, be reviewed for American with Disabilities Act (ADA) compliance.

 

Barnhill then asked about information they received concerning the negotiations with the union. He said they were told the negotiations were complete and this would mean the Board could not hold another executive session. Board member Mark Davis agreed, saying the email he received from the bargaining unit contains things they did not approve. Superintendent Carlene Anderson told the Board she asked if they wanted to hold another executive session or proceed at the last meeting. Anderson said she has not seen the final document. Barnhill said, in the past, they have always been trying to get someone money and moved fast. The matter was not resolved.

 

The Board established transportation zones between Bay and Butler. Anderson said students are walking across the street and getting to a school bus stop outside the zone. She warned the Board to expect some complaints. Anderson said they only have zones between Bay and Butler and for Mossy Head. Several board members said there are other areas where parents drive children to bus stops in other zones. They also said there is a zone at Rock Hill Road. Anderson said allowing parents to take students to bus stops in other zones would help her. She also noted this can cause overcrowding in a school.

Handguns and rifles are flying off the shelves at Ted Sabate's gun shop in Kensington, Md. And while it's not uncommon for gun sales to spike when the economy takes a downturn, Sabate says that's not what he's hearing from customers. According to Sabate, gun enthusiasts are stockpiling because they say they're afraid the incoming Democratic administration will impose new gun bans. "People are afraid that if there's another ban imposed ... they won't be able to buy them at all," Sabate said. "So they want to get something now before they don't think that they can." Sabate's shop is not alone. In gun shops across the country, federal background checks are up 9 percent nationally over the last year, suggesting gun sales are increasing as Inauguration Day nears.
 
Though President-elect Barack Obama said repeatedly during the campaign that he supports Second Amendment rights, some gun buyers still are not convinced. Vice president-elect Joe Biden, for instance, was a strong supporter of the assault-weapons ban, signed into law by President Clinton in 1994. Under the ban, domestic gun manufacturers were required to stop making semi-automatic assault weapons and ammunition clips holding more than 10 rounds (except for military or police use). The ban expired four years ago.
